Javier Morales
Head of Accounting & Financial Control
Javier Morales holds a degree in Economics and Business Administration from the Complutense University in Madrid, as well as a degree in Auditing and MDP from IESE.
He began his career as a financial auditor at Arthur Andersen Auditors. Since 1993, when he joined ICO as an Internal Audit technician, he has held different positions in this unit: manager, head of area, head of department and deputy director. From 2006 to 2008 he was head of the Institute's Institutional Relations department and from 2012 to February 2026 Director of Budget and Financial Control.
Since February 2026 he has held the position of Head of Accounting & Financial Control. He is responsible for defining, planning and monitoring accounting, economic and financial reporting policies, the budget cycle, the preparation of financial statements and compliance with regulatory reporting obligations. He is also responsible for giving impetus to continuous improvement and digitisation of the processes under his purvey.
The Accounting, Budget and Management Control Department and the Operations Management and Back Office Department report to this Directorate.
