AXIS PARTICIPACIONES EMPRESARIALES S.G.E.I.C., S.A. S.M.E, is a public limited company with a single shareholder, as its sole shareholder is the Instituto de Crédito Oficial.
It is considered a state trading company, in accordance with Article 166, c) of Law 33/2003, of 3 November, on Public Administration Assets, and is governed by Title VII "Business assets of the General State Administration" of the aforementioned Law 33/2003.
In accordance with Article 3.2 of Law 47/2003 of 23 November 2003 on the General Budget, it forms part of the "public business sector".
Its labour regime is subject to the Workers' Statute and complementary regulations.
